The LIFE Programme is the EU's only financial instrument dedicated exclusively to the environment and the fight against climate change. Created in 1992, it is currently split into four subprogrammes: Nature and Biodiversity; Circular Economy and Quality of Life; Climate Change Adaptation and Mitigation; and Clean Energy Transition (CET). Co-financing rates frequently cover between 60% and 95% of eligible costs.

The CET subprogramme and keys to success

Unlike funds like the PRR, which focus on infrastructure, the LIFE CET subprogramme supports capacity-building and structural transformations — renewable energy communities, training skilled workers for building retrofits, and innovative financing models for municipalities and SMEs. The most successful applications demonstrate sustainability beyond the funding period, quantifiable impact (for example, tonnes of CO2 avoided or GWh of renewable energy produced), and the potential for replication in other EU countries.
