Green Hydrogen in Sines Only Starts in 2026

The main green hydrogen projects in Sines — from Galp, Neogreen Hydrogen and MadoquaPower2X — have had production start-up delayed to 2026, together totalling over €3 billion in investment.

The effective start of green hydrogen production in Sines is now expected in 2026, one of several delays the region's main projects have faced, mainly due to the lack of a grid connection and the complexity of environmental licensing. The projects are seen as part of Portugal's strategy for the energy transition, decarbonisation and positioning the country as a leader in green hydrogen production and export in Europe.

The Main Projects Underway

  • GalpH2Park (Galp): around €250 million invested in a 100 MW electrolyser at the Sines refinery; environmental approval obtained in June 2023, but production now expected in the second half of 2026 due to the lack of a grid connection.
  • Neogreen Hydrogen (with Frequent Summer): investment of over €1 billion in an electrolyser above 500 MW, with a 10.5-hectare land reservation in Sines and an estimated 2,500 direct and indirect jobs; production expected in 2026.
  • MadoquaPower2X (led by Madoqua Renewables): investment increased to €2.8 billion, with capacity above 1 GW and a target of producing 50,000 tonnes of green hydrogen and 500,000 tonnes of green ammonia per year; start-up also expected in 2026.

Together, these projects exceed €3 billion in investment and reinforce Sines' potential to become a European green hydrogen hub, leveraging its strategic port location, despite the grid infrastructure and licensing challenges that have delayed timelines.
