Microsoft to Invest Over $10 Billion in Sines: Portugal as a European AI Hub
Microsoft's Brad Smith confirmed at Web Summit an investment exceeding $10 billion in the SINES Data Campus, featuring 12,600 NVIDIA GPUs and 100% green energy.
During the Web Summit in Lisbon, in November 2025, Microsoft Vice-Chair and President Brad Smith announced that the company will invest over $10 billion in the SINES Data Campus, in partnership with Start Campus and Nscale, creating an "AI Factory" with 12,600 next-generation NVIDIA processors.
The infrastructure will host Microsoft Azure and Copilot services for European clients, ensuring low latency and compliance with EU data sovereignty requirements. Microsoft states the entire Sines operation will run on 100% green energy. The next phase begins implementation in early 2026, adding to the data center project that has been under development since 2021.
The full project is expected to be completed by 2032, with the Sines data center reaching full capacity between 2028 and 2029, consolidating Portugal's Atlantic position for AI-processed data.
