Offshore Renewable Energy Allocation Plan (PAER) Approved
On 9 January 2025, the government approved the PAER, defining six zones along the Portuguese coast to reach 2 GW of offshore wind by 2030.
On 9 January 2025, the Portuguese government approved the Offshore Renewable Energy Allocation Plan (PAER), identifying maritime areas for offshore wind farms with the goal of reaching 2 GW of installed capacity by 2030, in line with the National Energy and Climate Plan 2030. The first offshore wind auction was planned for 2025.
Six zones on the west coast
The plan designates six potential zones: Viana do Castelo North, Viana do Castelo South, Leixões, Figueira da Foz, Ericeira and Sines, totalling around 3,176 to 3,393 km². Selection took into account public consultations, input from fishing associations and assessments by advisory bodies, seeking to balance renewable development with other maritime activities.

- Define areas for floating wind farms and attract investment into the sector.
- Reconcile renewable energy with fishing and tourism, minimising environmental and social impacts.
- Establish clear licensing rules as a basis for future auctions.
