ICNF Pollinator Plan: Essential Actions to Protect Bees and Pollinators

The Pollinator Conservation and Sustainability Action Plan (PACSP) is a national strategic instrument coordinated by the Institute for Nature Conservation and Forests (ICNF), under the PolinizAÇÃO project. Its goal is to reverse the decline of bees, butterflies, hoverflies and other insects, essential to 75% of food crops. The proposal resulted from a collaborative process involving over 130 experts and 90 institutions, and comprises 30 actions and 116 measures.

Three intervention axes

• Research and Knowledge: national species monitoring, threat identification (pesticides, climate, disease) and open databases.
• Practices and Management: pollinator-friendly farming, forest management, greener cities and protection of biodiversity hotspots such as the Natura 2000 network.
• Awareness and Eco-literacy: school education programmes, national campaigns and support for beekeepers.

The public consultation on the proposal ran from 21 October to around 20 November 2025 via the Participa.pt portal. ICNF is now analysing the contributions received to prepare the final version of the Plan, which will then be approved and published, marking the start of its implementation.
