National Energy and Climate Plan 2030 (PNEC 2030)

PNEC 2030 sets Portugal's energy and climate targets through 2030, including 47% renewables in final consumption and a 45%-55% cut in GHG emissions versus 2005.

The National Energy and Climate Plan 2030 (PNEC 2030) is the Portuguese government's strategic document setting targets and measures for the energy and climate sector through 2030, in line with EU guidelines. It rests on five dimensions: decarbonisation, energy efficiency, energy security, the internal energy market, and research and innovation.

Key targets

  • 47% renewable energy in final consumption by 2030, with 80% of electricity generated from renewable sources.
  • A 45%-55% cut in GHG emissions by 2030 versus 2005, in line with the Paris Agreement.
  • A 35% reduction in primary energy consumption by 2030.
  • 20% of light vehicles electrified by 2030, as a step towards carbon neutrality in 2050.

Proposed measures include incentives for auctions and self-consumption, a national green hydrogen programme, support for energy retrofitting of buildings and industry, expansion of electric vehicle charging, and stronger electricity interconnection with Spain and Europe.
