State of the Environment Report 2024
APA's REA 2024 analyses Portugal's environmental performance across eight domains, from GHG emissions to waste and public participation.
The State of the Environment Report 2024 (REA 2024), published by the Portuguese Environment Agency (APA), assesses the country's environmental performance and is organised into eight domains: Environment and Economy, Energy and Climate, Transport, Air and Noise, Water, Soil and Biodiversity, Waste, and Environmental Risks. It serves as a strategic diagnosis for tracking European and global targets and guiding public policy.

- GHG emissions in 2022 (excluding LULUCF): about 56.4 million tonnes of CO₂ equivalent, -4.4% versus 1990 and -34.5% versus 2005
- Urban waste production in 2022: 5.05 million tonnes, up on previous years
- Environmentally relevant taxes in 2022: €4.6 billion, 5.3% of total tax revenue, above the EU-27 average of 5.0%
- Public participation in 2023: 262 public consultations on the Portal Participa (-17.4% versus 2022), but 22,666 contributions submitted (+258.5%)
The report supports data-driven policy decisions, helps identify priority areas for action, and aligns the country with the UN's 2030 Agenda Sustainable Development Goals.
