Digital One-Stop Shop for Renewable Energy Permitting
EMER 2030 is preparing a single digital one-stop shop to centralise renewable-energy permitting, with first features expected by the end of 2025.
The Digital One-Stop Shop for Renewable Energy Permitting is an initiative of the Mission Structure for Renewable Energy Project Permitting 2030 (EMER 2030), part of measure RP-C21-i09 of the Recovery and Resilience Plan, under the Climate Transition pillar. The platform aims to centralise, digitise and increase transparency in renewable-energy project permitting.
Two implementation phases
- Phase 1: licensing modules for self-consumption and energy communities, grid-connected centralised projects, and storage-only projects
- Phase 2: an observability and statistics module, with satellite remote observation to track project execution
- Digitisation and archiving of existing licensing files
According to Hugo Carvalho, president of EMER 2030, the first features will be operational by the end of 2025, with an international public tender for the platform’s development expected by September 2025.
