BESS and Storage in the PTRR: the Strategic Priority Changing the Game
Decree-Law No. 100/2026 enables dynamic management of grid connection capacity, making BESS storage a viability condition for developers.
In Portugal, the electricity grid’s capacity to absorb more injection has become the main bottleneck for renewables, with connection points saturated in several regions. The PTRR – Portugal Transformação, Recuperação e Resiliência, a national plan approved in 2026 with a horizon to 2034, is not a standalone fund but an aggregating plan that prioritises grid resilience and storage, mobilising instruments such as Portugal 2030, the PRR and private capital.
What changed with Decree-Law No. 100/2026
In May 2026, Decree-Law No. 100/2026 introduced dynamic management of injection capacity after the Capacity Reservation Title (TRC) is granted, allowing capacity to be split, aggregated, swapped and transferred. All TRCs became eligible for hybridisation, and TRCs can reduce up to 20% of their initial capacity without losing injection power, provided this is compensated by storage. The deadline to submit requests to DGEG under these mechanisms is 22 July 2026.
