Decree-Law No. 93/2025 establishes the new legal regime for electric mobility, allowing charging without a prior contract and requiring alternative payment methods.

Decree-Law No. 93/2025, of 14 August, establishes the legal regime for electric mobility in Portugal, transposing Regulation (EU) 2023/1804 (AFIR). Previously, a contract with an energy supplier was almost mandatory to charge; now, anyone can charge ad hoc, without a prior contract, and charging points must offer alternative payment methods such as bank card, QR code or MB Way.

Key changes

  • Universal access to charging points without a prior contract (ad hoc charging).
  • Elimination of the "dedicated supplier" model and liberalisation of the charging market.
  • Requirement for price transparency and information on available power and station status.
  • New features: smart and bidirectional charging (vehicle-to-grid).
  • Transitional regime until 31 December 2026 for operators to adapt.

The UVE users' association points to risks such as possible payment blockages at high-power charging points and the need for technical regulation that is still pending. Still, for the average user, the new regime brings greater freedom, price transparency and a more reliable service.
