Order No. 170/MAEN/2025, issued by the Minister of Environment and Energy, extends by 12 months the deadlines for completing renewable energy projects, including solar auctions and projects with production and operation licences under Decree-Law No. 15/2022, ensuring equal treatment for developers not covered by earlier orders.
Why the extension
- Supply chain delays, with difficulty obtaining components such as panels and inverters.
- Grid constraints, with delays connecting projects to the National Grid (REN) or E-Redes.
- Inflation and rising construction and financing costs, forcing the restructuring of several business plans.
The order gives investors greater legal certainty by halting the automatic expiry of licences, helps meet PNEC 2030 targets by allowing pipeline projects to move into construction, and may help stabilise energy prices over the medium term as more renewable capacity comes online.
