Order No. 1859/2025, published on 10 February 2025, sets out the procedures for licensing electricity storage installations that use grid injection capacity already allocated — including converting solar plants holding a Capacity Reservation Title (TRC) into stand-alone storage, and stand-alone or co-located installations using capacity already allocated to a TRC, small production unit (UPP) or self-consumption unit (UPAC) above 1 MW.
Procedures and technical conditions
- Digital submission of requests through the DGEG platform, or by email (licenciamento.producao@dgeg.gov.pt) until it becomes available.
- Mandatory real-time communication with the System Global Manager.
- Mandatory participation in grid balancing mechanisms, such as frequency reserves and energy restoration.
- Provision of services to the National Electricity System, including voltage control and primary reserve.
- Compliance with EU Regulation 2016/631 and Ordinance No. 73/2020 of 16 March.
The order came into force on 11 February 2025, a significant step towards integrating storage technologies into the National Electricity System.
