Licensing Renewables on Steep Slopes: New EMER 2030 Guidelines
EMER 2030 approved Technical Guidelines that replace subjective uncertainty with objective criteria for renewable projects on land with slopes above 25%.
The EMER 2030 Mission Structure approved new Technical Guidelines to clarify and streamline licensing of renewable energy projects on steeply sloped terrain, aligned with the Environmental Impact Assessment Legal Regime (RJAIA) and PNEC 2030 targets.
The 25% slope threshold
A slope above 25% is no longer automatic grounds for exclusion, becoming instead a trigger for deeper technical review. In practice, developers are no longer asked whether they can build, but how they will ensure ground stability, through soil preservation plans, adapted drainage systems, and maintenance of vegetation cover.
- OT1: minimization measures, adapted drainage and vegetation cover preservation to reduce erosion.
- OT2: reinforced monitoring, with data feeding a national database used to adjust technical requirements.
