Rules for the First Offshore Wind Auction Set for October
The government set 19 October 2025 as the deadline to define the rules for Portugal's first offshore wind auction, aiming to install 2 GW by 2030.
A joint order from the Secretary of State for the Sea, Lídia Bulcão, and the Secretary of State for Energy, Jean Barroca, published in April 2025 (Order No. 4752/2025), set 19 October 2025 as the deadline to establish the rules for the first offshore wind auction. The order allows 60 days to submit the proposal for operationalising the procedure and 180 days to prepare the tender documents.
Model and responsible bodies
The auction will follow a "sequential centralised competitive procedure" model, aligned with the target set in the National Energy and Climate Plan 2030 (PNEC 2030) to install 2 GW of offshore wind capacity by 2030. DGRM, DGEG and EMER (the Mission Structure for Licensing Renewable Energy Projects 2030) are responsible for drawing up the operationalisation proposal and defining the tender lots.
- The Offshore Renewable Energy Allocation Plan (PAER) identifies six zones along the west coast: Viana do Castelo Norte, Viana do Castelo Sul, Leixões, Figueira da Foz, Ericeira and Sines.
- These areas cover a total of approximately 3,176 to 3,393 square kilometres.
- The auction aims to attract investment, generate employment and strengthen energy security and the decarbonisation of the economy.
