Portugal Transposes RED III: New 49% Renewables and Hydrogen Targets
The partial transposition of the RED III Directive raises the national renewables target to 49% by 2030, with new traceability instruments and simplified licensing.
Directive (EU) 2023/2413, known as RED III, is the EU's latest update to renewable energy legislation, raising the binding EU target to 42.5% (with an ambition of 49%) by 2030. Portugal missed the 21 May 2025 transposition deadline and was formally notified by Brussels; the partial transposition was in public consultation until around 25 October 2025, proposing a national target of 49% renewable share of gross final energy consumption.
Sectoral targets and traceability
The decree imposes minimum targets for transport, buildings and industry/heating, reinforcing sustainability criteria for biofuels and green hydrogen, whose verification falls to LNEG (Portugal's national energy and geology laboratory). It also creates new instruments — Biofuel Titles (TdB), Low-Carbon Titles (TdC) and Renewable Electricity Titles (TdE) — to reinforce Guarantees of Origin and clean energy traceability.
On licensing, the decree amends the Environmental Impact Assessment regime (RJAIA) and introduces the possibility of designating "Renewable Energy Acceleration Zones", where procedures are simplified while avoiding protected areas.
